Spice Bars with Raisins

1 cup raisins
2 half cups water
half cup butter
1 cup white sugar
1 egg
1 teaspoon vanilla extract
2 cups all-purpose flour
1 teaspoon baking soda
1/2 teaspoon salt
1 teaspoon floor cinnamon
1/four teaspoon maple flavored extract
1 cup confectioners' sugar
